Paul G. Neilan
Attorney Paul Neilan has over 30 years of experience in the energy and utility transactions, regulation, and litigation matters. Neilan acted as lead counsel to Navitas Energy, Inc., subsidiary of Gamesa, S.A., on the development and completion of Illinois' first utility-scale wind energy project, with 63-turbines and 50.4-megawatt nameplate capacity. In 2005 and 2006, he successfully challenged Commonwealth Edison’s proposed uniform price reverse auction, working closely with renowned economist Dr. Arthur Laffer as expert witness; he played a key role in structuring the eventual legislative settlement of this litigation, including design of a pay-as-bid utility electricity supply procurement method now used by Illinois Power Agency. Neilan successfully settled a class action against a natural gas utility for unlawful charges on disconnects, reconnects, service pipe installations and main extensions; the utility entirely revised its tariffs in the wake of this action. He successfully managed and completed on behalf of Chicago Public Schools their 2007, 2009, 2013 and 2015 requests for proposals for electricity supply (including renewable energy acquisition) for more than 620 CPS facilities with 180 megawatts aggregate load.
Neilan is currently pursuing a $182 million class action against Commonwealth Edison for its willful violation of an order of the Illinois Commerce Commission.
Neilan received his B.A. from Columbia University in New York and his J.D. from the University of Chicago Law School.
